The Program Chief Engineer works closely with the Program Manager (PM) on managing customer expectations, cost, -schedule and risk. They are responsible for the technical program execution under their Program (cost, schedule, and technical). - -This includes but is not limited to:

• Responsible for technical direction, oversight, and outcome of assigned program
• Partners with the PM to develop the program org / IPT structure
• Serve as primary customer technical contact for program activities throughout the program life
• Provide leadership team with honest assessment of program issues and recommendations as necessary
• Understand programmatic financial aspects: budgets, PWAs, progressive payments, EV, Profit margins, etc.
• Coordinates with functionals on engineering demand at specific program phases
• Sets project metrics for monitoring and reporting
• Provide input and review quarterly roadmaps -Individual Engineering Functional Task Leaders (Systems Engineering, Software Engineering, Aeronautical Engineering, Specialty Engineering, Logistic Engineering, Technical Publications, etc.) are members of technical IPTs that report to the PCE for the assigned program operations. -The PCE manages the technical functions of the program through Project Work Authorizations (PWAs) as a joint effort with the PM. The PCE coordinates with the Functional Managers in the utilization of and Earned Value (EV) reporting via the Labor Tracking System (LTS) to insure consistency between the Functional and Program roll-up relative to performance against schedule and budgeted work scope. -The PCE is also responsible for program technical performance that extends beyond the "Engineering" functions, to ensure technical compliance within the total operations activities (i.e. extends to the interfaces of manufacturing and HD&L). In addition, Program Chief Engineers are the key technical interfaces to Customers and have the responsibility/opportunity to interact with Customers at every phase of our program lifecycles. -Required Qualifications:
  • Requires an active DoD Top Secret/SCI Security Clearance, the ability to maintain the stated clearance, which requires U.S. Citizenship.
  • Ability to travel based upon business needs, working extended hours
  • A -Bachelor's degree in -a technical field and a minimum of -nine (9) years of prior relevant experience. - Graduate degree and a minimum of seven (7) years of prior related experience. In lieu of a degree, a minimum of 13 years of prior related experience. -Experience in one or more of the following areas is required:
    • Demonstrated experience with program planning, guidance, and engineering execution within scope, schedule and budget
    • Demonstrated understanding of engineering processes and policies
    • Systems Engineering (including Test Engineering); or,
    • Software / Hardware Engineering; and
    • Demonstrated Project Engineering experience
    • Demonstrated experience with Executive Level Interaction and Communication (including internal and Customer stakeholders). -Preferred Additional Skills:
      • Overall development and maintenance of a project baseline
      • VIP/SAM Aircraft experience
      • Gateway Satellite Services & Service Reporting experience
      • Subcontract Support experience
      • Software Deployment experience
      • Control Account Management CAM or IPT Lead experience
      • Hardware Integration experience
      • Ground Systems Infrastructure experience
      • Demonstrated Aircraft Integration, Test and Delivery experience
      • Demonstrated FAA and/or Military-Type Certification experience
      • Aeronautical Engineering (electrical, structural, mechanical, stress, mass properties, aerodynamics, etc.)
