Job Description:
Job/Position DescriptionInvestigator VI- The
Sergeant/Investigator VI ofthe State Centers Investigations Team
(SCIT) is selected by and reportsto a Captain/Manager of the SCIT,
Office of Inspector General. Theposition performs complex criminal
investigations involving allegationsof abuse, neglect and
exploitation of residents in state supportedliving centers and
patients in state hospitals, and any other criminalallegations
occurring at the state supported living centers and statehospitals.
Investigations are conducted under the general direction of
aLieutenant/Team Lead and managed though the SCIT Captain/
Manager/andDirector. Investigations are conducted independently
requiring:evaluating, planning, and organizing, ability to quickly
become familiarwith program areas administered by the HHS
enterprise agencies. Specialinvestigations are conducted under
executive order of the Governor.Investigations involve interviewing
and taking statements; gathering andanalyzing records; coordinating
with other internal and externaldepartments; may require the
investigator to serve as lead on jointinvestigations; conducting
surveillance and other covert investigations;preparing
investigative reports; and, testifying in judicial
proceedingsand/or administrative hearings. Investigations may
result in referralsto management for consideration of adverse
personnel actions or otherexecutive level responses, referrals to
prosecuting authorities, andreferrals to outside entities at the
local, state, and federal levels.50% Travel is required and this is
a commissioned peace officerposition. Essential Job FunctionsEJF 1.
Conducts investigations andexaminations of alleged violations of
laws, rules, and regulations.Identifies, contacts, and interviews
potential suspect, witnesses andcomplainants. Collects data and
conducts field studies. Assists inperforming undercover or
surveillance work regarding suspectedviolators. (40%) EJF 2.
Evaluates, summarizes, and documentsinvestigative findings.
Prepares records, correspondence, and reports.Interacts and
exchanges information with various state, local, orfederal law
enforcement organizations. (30%) EJF 3. Examines,investigates, and
analyzes the business activities of entities to ensurecompliance
with statutory standards and regulations. May review samplesof
completed investigations to ensure the consistent and
correctapplication of policy, and monitors the quality and quantity
ofinvestigations conducted. (20%) EJF 4. Assists in preparing cases
forpresentations at hearings or in court. Testifies and presents
evidencein formal hearings or court proceedings.
(10%)Registrations, LicensureRequirements or
CertificationsApplicant must possess a valid TexasDriver License by
employment start date. Evidence of licensure as apeace officer in
Texas, or the ability to be licensed as a peace officerby Texas
Commission on Law Enforcement (TCOLE) by employment start date(Copy
of license or proof of passing TCOLE examination required at timeof
interview). Ability to obtain TLETS certification required.
Abilityto demonstrate firearms proficiency and qualify under
current TCOLErules and regulations required.Knowledge Skills
AbilitiesKnowledgeSkills Abilities: Knowledge of investigative
principle, techniques, andprocedures. Knowledge of local, state,
and federal laws and regulations.Skills in communicating
effectively both orally and in writing. Abilityto plan, organize
and conduct investigations.
